Snohomish Health District was formed pursuant to RCW 70.46 to "have supervision over all matters pertaining to the preservation of the life and health of the people within" Snohomish County. RCW 70.05.060. By this action Snohomish County Builders Association seeks a declaratory judgment that three resolutions enacted by the district's board of health are invalid. The resolutions regulate the installation of private sewage disposal systems.
